最近被詢問說
僑生或外籍勞工可否投保台灣的保險產品
所以我稍微查了幾家我常規劃的保險公司
各家保險公司的政策稍有不同
不過大原則是類似的
Recently, I have been asked whether overseas students or foreign workers can purchase insurance in Taiwan.
So I did some research on a few insurance companies that I commonly work with.
The policies of each insurance company vary slightly, but the general principles are similar.
一、投保規則
一般身分別可以分為以下三類
(1) 外籍人士
(2) 外籍配偶
(3) 外籍勞工(藍領, 含外傭及看護)
基本上(1)(2)類有合法居留證及統一證號,
合法居住本國達一年以上,
檢附居留證影本、護照影本、工作證明文件或結婚證明,
可以當作一般國民投保,
不過須注意醫療險、壽險、傷害險會有保額限制,
不能規劃太高額的保單。
(3)外籍勞工的部分,
許多保險公司直接不受理,
或是保額、險種有諸多限制,
就比較難規劃。
另外,有些公司直接寫到外籍人士不受理投保長期照顧險。
二、美國籍或美國稅務居民與CRS/FATCA(肥咖條款)
外國帳戶稅收遵從法(Foreign Account Tax Compliance Act, FATCA)
是美國政府於2014年開始實施的法條,
為了讓海外的美國人持續繳稅給美國政府,
避免於海外隱匿大額資產。
美國政府要求外國金融機構須對擁有美國身分之投資者,
提供相關帳戶資訊予美國稅務單位。
因為有這個條款,
幾乎各家台灣保險公司不受理
美國籍人士或美國稅務居民投保投資型商品,
然後也因為這條款,
現在投保保險時,
文書作業變得更加複雜……。
三、國際保險業務(Offshore Insurance Unit,簡稱OIU)
OIU是2016年開始,
金管會推動的業務,
希望台灣能成為亞太及陸客理財中心,
OIU可讓台灣保險公司承保本國以外的地區與人民。
OIU商品可投保的客戶,除了境外法人及自然人外,
國內持有外國護照身分的人也可以投保,持有中華民國居留證之人士則無法投保。
不過事過境遷,現在幾乎很少在賣OIU保單了,
我查我們保經系統,
也只剩下兩張OIU儲蓄險可以販售,
利率也沒有特別優惠。
台灣的金融保險業相對比較保守,
以服務本國國民及在台居留之正式員工為主。
不過相對來說,
也比較不易受到外國金融風暴的影響,
有利有弊。
台灣金融保險業若要國際化,
可能還有很長的路要走……
1. Insurance-Buying Policy
Generally, individuals can be divided into the following three categories:
(1) Foreigners
(2) Foreign spouses
(3) Foreign workers
(blue-collar workers, including foreign maids and caregivers)
Basically, categories (1) and (2) require a valid Resident certificate and an identification number, as well as having legally resided in Taiwan for more than one year. They can apply for insurance as regular citizens, but it's important to note that there may be coverage limits for Health insurance, Life insurance, and Personal accident(Injury) insurance, so it's difficult to plan for higher insured amounts.
Regarding category (3), many insurance companies do not accept applications directly or have many restrictions on coverage and insurance types, thus making it more difficult to plan for insurance.
In addition, some companies explicitly state that they do not accept long-term care insurance applications from foreigners.
2. US Citizenship or US Tax Residents and CRS/FATCA Regulations
The Foreign Account Tax Compliance Act (FATCA) is a US law implemented by the US government in 2014. It aims to ensure that US citizens residing abroad continue to pay taxes to the US government and prevent the hiding of substantial overseas assets. According to FATCA regulations, foreign financial institutions are required to provide relevant account information to US tax authorities for investors with US citizenship. Due to this provision, almost all Taiwanese insurance companies do NOT accept applications from US citizens or US tax residents for investment-linked products (ILP). Furthermore, insurance application procedures have become more complex because of these regulations.
3. Offshore Insurance Unit (OIU)
The OIU was launched by the Financial Supervisory Commission in 2016, with the aim of making Taiwan an Asia-Pacific and Mainland Chinese wealth management center. The OIU allows Taiwanese insurance companies to sell insurance to areas and people outside Taiwan. Customers eligible to purchase OIU products include foreign corporations, foreign individuals, and individuals with foreign passports residing in Taiwan. However, individuals holding a Taiwanese Resident certificate are not eligible to purchase OIU insurance.
Currently, there are very few OIU policies available, and I found only two OIU insurance policies listed in our company’s system, with no special interest rates or benefits.
Taiwan's financial/Insurance industry is relatively conservative and mainly focuses on serving Taiwanese citizens and formal employees residing in Taiwan. However, on the other hand, it is less susceptible to foreign financial crises. There are pros and cons. If Taiwan's financial/Insurance industry wants to internationalize, there is still a long way to go...
